The movie takes place in a futuristic world, where driving is prohibited and the people are being controlled and prevented from autonomous thinking. The so called “Chasers” (one of them being Constantin Cascante) make sure that everybody obeys the laws and keep the outlaws in check. However, they have difficulties keeping one pair of siblings in line that stand up to the new regime.
